Kerala, Maharashtra, and Punjab topped Education Ministry’s 2020-21 School Performing Grade Index

The Union education ministry’s Performing Grade Index (PGI) is designed to assess the performance of school education at the district level.

On Thursday, the Union education ministry released a report on the 2020-21 Performing Grade Index (PGI) which assesses school education at the district level. Kerala, Maharashtra, and Punjab were at the top of the list, with Arunachal Pradesh coming in last at the seventh place – the lowest allocated to any state this year.

PGI evaluates school education based on 70 indicators that fall under categories like outcomes, governance, and management. These categories are then divided into domains like learning outcomes, access, equity, and governance. Scores of 950 or more out of 1000 points are considered the highest achievable level 1. The lowest grade is level 10 for scores below 551.

PGI 2019-20 was topped by Punjab, Chandigarh, Tamil Nadu, Andaman and Nicobar Islands, and Kerala. In PGI 2020-21, Kerala, Punjab, Chandigarh, Maharashtra, Gujarat, Rajasthan, and Andhra Pradesh have all achieved level 2 (901 to 950 points).

Kerala, Punjab, and Maharashtra have scored the highest 928 points. Chandigarh, Gujarat, Rajasthan, and Andhra Pradesh have scored 927, 903, 903, and 902 points respectively. As in previous years, no state has made it to level 1.

The national capital, Delhi, scored 851-900 points and made it to Level 3 of the index, while eleven other states and UTs – including Uttar Pradesh, Karnataka, West Bengal, Haryana, and Tamil Nadu – were graded at Level 3 in 2020-21. Most states and UTs were ranked at Level 2 or 6, with only Arunachal Pradesh being graded at Level 7. No state or union territory was ranked at Level 8 or lower.

The education ministry has released a statement saying that the PGI (Performing Grade Index) is designed to encourage states and Union Territories to take necessary steps to improve educational outcomes. The PGI will help identify gaps in the education system and prioritize areas for improvement, in order to ensure that schools provide a robust education for all students.
