UGC Releases New Guidelines For Foreign Universities To Set Up Campuses In India, Know Details Here

The UGC announced in the draft regulations that foreign universities setting up campuses in India will have the freedom to devise their own admission process.

The University Grants Commission (UGC) chairperson M Jagadesh Kumar announced on Thursday that foreign universities will now be allowed to set up their campuses in India and decide their admission process and fee structure.

This is in step with the National Education Policy, 2020. In the past, there have been attempts to allow foreign universities to set up campuses in India, but they have faced resistance from the BJP, which was in the Opposition then, and the Left parties.

The UGC announced the draft regulations for ‘Setting up and Operation of Campuses of Foreign Higher Educational Institutions in India’ and said that foreign universities setting up campuses in India will have the freedom to devise their own admission process. 

“No foreign higher education can set up campuses without the approval of the UGC,” the chairman said.

He further added that these universities cannot offer online or distance learning programs. They can offer only full-time programs in physical mode.

Kumar stated that foreign universities who are looking to set up campuses in India will be given initial approval for a timeframe of ten years. He went on to say that the cross-border movement of funds will go through as per the Foreign Exchange Management Act. 

“It’s essential for foreign varsities to make sure that the education imparted at their Indian campuses is equal in quality to what is being offered at their main campus,” he added.

The final norms will be notified by the end of the month, taking into account feedback from stakeholders, Kumar said. He added that foreign varsities’ approvals will be renewed in the ninth year if they meet certain conditions.
