UGC Allows Students to Pursue 2 Degrees Simultaneously, Asks Universities to Make Statutory Changes

Students can now pursue two full-time academic programmes in physical mode provided that they do not have overlapping class times.

On Friday, the University Grants Commission (UGC) released a set of guidelines that would allow students to pursue two full-time degrees simultaneously in physical mode. This means that students will now be able to attend classes and receive instruction for two academic programs at the same time. The UGC had approved this proposal back in April, but the guidelines were only just notified on Friday.

"All the Higher Educational Institutions (HEIs) were requested to devise mechanisms through its statutory bodies for allowing students to pursue two academic programmes simultaneously. It is once again requested that in the larger interest of the students, implementation of the said scheme may kindly be ensured and expedited, if not done so far," the UGC wrote in a letter to universities.

The UGC guidelines now allow students to pursue two full-time academic programmes in physical mode, as long as the class timings for one programme do not overlap with the class timings of the other programme. However, this does not apply for PhD programmes.

“The objective of allowing a student to pursue two degrees simultaneously stem from recognising, identifying, and fostering the unique capabilities of each student, no hard separations between arts and sciences, between curricular and extracurricular activities, between vocational and academic streams, etc. and enabling an individual to study one or more specialized areas of interest at a deep level, and also develop character, ethical and constitutional values…,” the guidelines stated.

These guidelines will be put into effect starting September 30, 2022 and students will not be able to claim any benefits retroactively. “Degree or diploma programmes under ODL (Open and Distance Learning) and Online mode can only be pursued with HEIs that are recognised by UGC, Statutory Council and the Government of India for running such programmes. “Degree or diploma programmes under these guidelines will be governed by the Regulations notified by the UGC and also the respective statutory/professional councils, wherever applicable,” it said.

The second phase of admissions will close on October 10th. Here is a rundown of what you can expect during this phase:

  1. A list of available programs will be displayed on the portal, based on the eligibility criteria and your normalized CUET Scores.
  2. You don’t need to enter your scores manually – the CSAS system will automatically fill in your best four scores.
  3. You can select any number of programs that you’re interested in – there’s no limit.
  4. After the candidate has chosen their programs, the portal will display the names of colleges that offer those programs.
  5. Candidates can choose the program and college combination they wish to seek admission to and give any number of preferences.
  6. A new window displaying all the selections made will open up, allowing candidates to rearrange their preferences in order of importance to them.
  7. Candidates can change the order of their preferences at any time.
  8. Candidates will have to confirm their preferences in the next step. You are requested to adhere to the deadline. If your preferences are not confirmed till the last date (October 10), your last saved preference order will be locked automatically and will become the basis of the allocation of seats.
  9.  Please note that once the preferences are submitted, no changes can be made. These preferences are final, so please choose wisely!

“The order of preferences listed by a candidate will be the deciding factor for where they will be admitted. Our advice is for candidates to apply for all combinations, in all colleges. We have no history of data since this is the first time, so there is no indication of where a candidate may end up. If a candidate leaves out a particular programme in a particular college, we cannot allocate or upgrade them to it even if there’s a vacancy and they are suitably placed on the merit list. This would mean a huge number of combinations, but our systems are in place to take 5,000 programme-college combinations,” said Dean Admissions Haneet Gandhi.
