The NEET UG draft regulations proposed by the NMC include a variety of choice-based credit courses that medical institutions may offer to their graduating students. These courses should not hamper the medical graduate curriculum and should be limited to a maximum of one week in duration.

The National Medical Commission (NMC) has released draft guidelines for the NEET UG entrance exam. As per the guidelines, the NMC or any designated agency/authority may conduct the exam. However, the Under Graduate Medical Education Board will decide the language, manner, and modalities of the exam. The commission has invited feedback from stakeholders in the form of a word document. NEET UG is currently conducted by the National Testing Agency. These guidelines are subject to change based on feedback received from stakeholders.

According to the guidelines released by the NMC, to pursue graduate medical education, a candidate must score the minimum eligible score in the NEET UG exam. Additionally, to appear for the exam, the candidate must have cleared class 12 with Physics, Chemistry, Biology/Biotechnology, and English in the last two years of school.

In the case of a tie in marks among candidates, the marks obtained in Biology, followed by Chemistry and Physics, will be considered in that order. If the tie still persists, a draw of lots using technology and with no human intervention will be conducted.

The guidelines for NEET UG released by the NMC state that counselling for admission to graduate courses in medicine in all Indian medical institutions will be a common process based on the NEET UG merit list. The seat matrix will be provided by the NMC, and multiple rounds will be conducted for the same. The guidelines for counselling will be set up by the Under Graduate Medical Education Board.

CUET UG 2023: Allahabad University is among the oldest universities in India and offers a wide range of undergraduate programs such as BA, BSc, BCom, BVoc, BCA, PGDCA, and BTech. In 2022, the university received a total of 2.62 lakh applications for CUET, making it the third most sought-after university after Delhi University and Banaras Hindu University.

Allahabad University has a total of 15 hostels, out of which 9 are for boys and 6 are for girls. The allocation of hostel rooms is based on the merit lists prepared on the basis of the CUET scores. During a hearing at the Supreme Court today, ASG Aishwarya Bhati stated that the demand to postpone NEET PG 2023 was only made by a minority of students. Bhati also mentioned that only 6,000 students had applied after the extended internship deadline, out of a total of approximately 2.03 lakh applicants in the first window.

After hearing both arguments, the bench of Justices S Ravindra Bhat and Dipankar Datta denied the plea to postpone the entrance test and refused to entertain any further requests to postpone NEET PG 2023. This decision has left many aspirants feeling disappointed and concerned about their future.

The decision of the Supreme Court to reject the plea for postponement of NEET PG 2023 has caused disappointment among aspirants. However, their efforts have gone in vain, and the Court’s decision has left them with little time to prepare for the exam.

NEET PG: Internship clash with exam

Abhishek, Neha, and several other NEET PG candidates are claiming that their ongoing internships have left them with insufficient time to prepare for the exam. Lakhan Prakash Gupta, currently interning at Jawaharlal Nehru Medical College, Aligarh Muslim University (AMU), stated that his daily hospital duty of 20-24 hours has caused him stress and left him with no time to study. Candidates are also alleging that the National Board of Examinations (NBE) failed to take suggestions from state authorities and medical institutes, indicating a lack of management and accountability.

Admit Card Chaos for NEET PG Exam

The National Board of Examinations (NBE) had issued admit cards on March 3, but many candidates took to Twitter to discourage others from downloading them. According to them, the NBE released the admit cards merely to demonstrate to the Supreme Court that candidates have no problems with the exam date. “I refrained from downloading the admit card in the morning because we were aware that the NBE was attempting to convince the Supreme Court that we were okay with the exam date, which is not true. I tried to download it now, but the website is down due to heavy traffic,” said Singh.

Choudhary also mentioned that his NEET PG examination center is located more than two hours away from his hometown. “I live in Saharanpur, and my exam center is in Meerut. Even if I raise any objections, they will only tell me to travel there early in the morning, without understanding the stress of appearing for such a significant exam in a different city.”

Reasons for NEET PG 2023 Candidates' Call for Postponement: What You Need to Know

NEET PG aspirants, backed by the Federation of All India Medical Association (FAIMA), have been calling for the postponement of the exam. Their primary reason is to reduce the gap between the NEET PG exam and counselling date, which currently stands at around five months. According to the aspirants, this short span of time makes it difficult for them to apply for jobs or to use the time to continue their studies. They claim that postponing the exam would allow them to study more thoroughly and perform better on the entrance exam.

Dr Rakesh Bagdi Gurjar, former FAIMA chief, explained the situation, saying: “The NEET PG aspirants will not be able to apply for jobs during this time as there is a dearth of jobs in the medical industry and people usually don’t offer jobs for such short time periods. Due to this, the few months between the exam and counselling will be a complete waste for students. If the authorities delay the NEET PG, at least students will be able to study properly and then get better scores, rather than wasting time.”

In addition, there are allegations that some candidates who were previously ineligible for the NEET PG 2023 exam, but are now eligible under the revised guidelines, have not had sufficient time to prepare. According to Dr Rakesh Bagdi Gurjar, former FAIMA chief, it is unfair for these students to have less time to study, given the vast syllabus for the exam. He stated that it takes time just to revise, and those who did not have adequate time to prepare will likely suffer.

Deadline for completion of MBBS internship

Aspirants were previously required to complete their one-year internship by March 31, 2023. A number of state authorities, including the Indian Medical Association, student unions, and prospective candidates, urged the ministry to extend the eligibility date to June 30, 2023.

Following that, the deadline was extended to June 30, and finally to August 11. “In continuation of NBEMS notice dated January 13 and in accordance with directions from the Ministry of Health and Family Welfare…the deadline for completing internships for the purpose of eligibility for NEET-PG 2023 has been extended to August 11,” said the National Board of Examinations (NBEMS).

NEET PG 2023 applications were open from February 9 to February 12.

Although Saminathan raised the issue with the authorities, they initially ignored his complaint. Later, Saminathan approached the Madras High Court seeking a solution.

According to admission norms, Khalid’s admission could be canceled due to the violation of residency norms. This would have severe repercussions on his medical career.

On Wednesday, a single judge bench of the Madras High Court directed the Puducherry government and the Union Health Ministry to make an “appropriate decision” on the admission of a first-year MBBS student at JIPMER in Puducherry named Khalid, whose admission was called into question by an 18-year-old student named Saminathan. Justice CV Karthikeyan, the presiding judge, stated in the judgment that it is not the court’s place to advise public servants on their duties, and that the admission authorities will need to make a decision based on their rules. Saminathan had alleged that Khalid had claimed nativity in both Puducherry and Kerala during the admission process.

As per admission norms, a student is not permitted to claim nativity in more than one state during an academic year when applying for admission to medical colleges. Saminathan, who was granted admission to the JIPMER campus in Karaikal, which is considered secondary to the Puducherry campus, demanded that Khalid’s admission be revoked because he allegedly provided misleading information to the authorities by submitting a false affidavit claiming nativity in both Puducherry and Kerala.

Saminathan requested that he be transferred to the Puducherry campus on the seat presently occupied by Khalid. Although Khalid denied any wrongdoing, it was found that he had violated the nativity norm, and the Department of Medical Education (DME) of Puducherry filed an affidavit stating that only the Directorate General of Health Services, Union Ministry of Health and Family Welfare (MoHFW) could cancel the admission. The MoHFW requested that the court take an appropriate decision. The high court has now directed both authorities to take appropriate action within 10 working days based on the declaration that Khalid obtained a seat through a false declaration.

In 2022, the Madras High Court had ordered the Centralised Admission Committee (CENTAC) of Puducherry to include a specific undertaking in its prospectus that candidates and their parents/guardians must declare that they have not claimed residence benefits in any other State or Union Territory for admission to undergraduate medical courses. However, despite giving such an undertaking, Khalid had falsely claimed to be a native of Kerala.

According to medical education counselors, students need to be aware of the consequences of claiming nativity in more than one state, as such actions can block medical seats and create hindrances in the admission process for other eligible candidates. “Since a certain percentage of seats are reserved for local students under the residency quota, many students falsely claim dual nativity to take advantage of this in more than one state. Students should take note of the Najih case and learn that misleading and false undertakings can ruin their careers,” advised Panchapakesan Ganesan, a medical education counselor from Puducherry.

Let’s look at why the JEE Main 2023 eligibility criteria matter as the hearing date approaches:

The Indian Institutes of Technology (IITs) reinstated the requirement of 75% marks in the Class 12 board exams for admission to NITs, IIITs, and CFTIs in the 2023 JEE brochure.

Candidates must have received at least 75% in their class 12 board exams, with the combined marks for SC, ST, and PwD candidates being at least 65%, or they must be in the top 20% of their respective board’s successful candidates, according to an early JEE Advanced brochure published by IIT Guwahati. The top 20% criterion, however, was not previously offered for the Main exam.

Aspirants claim that those who did not achieve a 75% passing grade in their Class 12 exams, particularly those for whom this is their final opportunity to sit for the entrance exams, will be left out in the cold.

A PIL regarding the postponement of the January session of JEE Main 2023 and the 75% eligibility requirement was heard in January by a Bombay High Court bench ruled over by acting Chief Justice SV Gangpurwala and Justice Sandeep V Marne.

The JEE Main exam had not been postponed by the bench. “Future exams may also be affected if orders are passed today to direct the postponement of the January exams. There don’t seem to be any unusual circumstances preventing respondents from conducting the examination in January. According to Bar and Bench, “thousands of students must have been studying for the exam.”

It had also stated that a new hearing would be held in February to address the eligibility criterion issue.

Revised criteria

A number of candidates, experts, and even some Members of Parliament (MPs), including Congress leader Karti P Chidambaram, spoke out against what they claimed to be an ostensibly unfair eligibility criterion on Twitter.

The Union Education Ministry then made the decision to modify the JEE Main 2023 eligibility requirements. The updated guidelines stated that in addition to a candidate’s All India Rank (AIR) in JEE Main, a student must have either received a grade of at least 75% on their Class 12 board exam or have placed in the top 20% of candidates for that board exam result.

JEE Main: Why are candidates still upset?

Aspirants for JEE Main 2023 have been protesting the revised guideline on various social media platforms because they are dissatisfied with it. They assert that the requirements for being in the “top 20 percentile” are not consistent and differ from board to board.

“A number of state boards typically do not declare the top 20 percentile, and it can differ not only between states but also between CBSE and CISCE. For instance, it becomes unfair for Maharashtra board students, CBSE students, and others if Bihar has a top 20 percentile of 65 and Maharashtra Board has 76%. Anubha Srivastava Sahai, an activist who is assisting students in bringing this issue before the Bombay High Court, said that the lack of clarity surrounding this criterion is extremely unfair to students who are currently pursuing the JEE this year.

Course structure

A six-year trip is required to earn an MBBS degree in Russia, of which five years are devoted to academic study and the sixth to an internship. Additionally, specialised programs are generally continued as a separate form of education. The five-year pharmacy and dentistry programs, as well as the four-year nursing program, are the exceptions.

The instruction is primarily theoretical in the first three years and primarily practical in the latter three years. There are two semesters within each year, for a total of 12 semesters.

Admission process

The annual minimal expense is 122,5 thousand rubles ($1,750). The highest annual amount is 632 580 rubles ($9,036).
