Is DU's 100 percent Cut Off justified?

From plain disbelief to shock – students were visibly taken aback as Delhi University (DU) colleges announced their first cut-off lists 2011. The cut-offs for most subjects touched the sky, with one college declaring a perfect 100 percent for B.Com (Honors). The Shri Ram College of Commerce (SRCC) affixed the cut-off for its B.Com (Honors) course at 100 percent for non-commerce aspirants. Do you think this high a cut off is justified?
