The University Grants Commission (UGC) has approved regulations to offer joint or dual degrees and twinning programmes by Indian and foreign higher education institutions, as of earlier this April. However, universities which offer courses online or in distance mode are not able to offer the dual degree programmes.

In order to offer dual degree programmes, Indian institutions must be accredited by the National Assessment and Accreditation Council (NAAC) with a minimum score of 3.01, or ranked in the top 100 in the university category of the National Institutional Ranking Framework (NIRF), or else be an Institution of Eminence. These institutions can then collaborate with any foreign institution ranked in the top 500 of the Times Higher Education or QS World University ranking, without needing to seek prior approval from the UGC.
