According to the University Grants Commission (UGC), degrees that are earned through distance and online learning from recognized institutions will be equal to those that are offered through conventional methods.
In a recent notification issued by the UGC, it has been decided that all online degrees of undergraduate and postgraduate levels should be treated as equivalent to the degrees issued through conventional methods, given that the higher education institutions issuing the degree are recognized by the Commission under the set regulations. This change is effective immediately and will help to ensure that students who have completed their studies online will not be at a disadvantage when compared to those who have completed their studies in a traditional setting.
The UGC has decided that undergraduate and postgraduate degrees awarded through open and distance learning or online mode by higher educational institutions (HEIs) shall be treated as equivalent to the corresponding degrees offered through conventional mode. UGC Secretary Rajnish Jain said that the decision has been taken as per Regulation 22 of the UGC (open and distance learning programs and online programs) Regulations.
According to an official notice issued by the University Grants Commission (UGC), qualifications acquired through conventional or open and distance learning and online modes are equivalent to degrees at the undergraduate and postgraduate levels. This includes postgraduate diplomas awarded through open and distance learning mode and/or online mode by higher educational institutions that are recognized by the Commission.
This decision has been made in accordance with Regulation 22 of the University Grants Commission (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020.
What about lots of IT companies which are only hiring full time graduates. Will they change the criteria?
With such notification it has now got established that till date the degrees obtained through Open and Distance mode are not at par with degrees obtained through conventional mode. It’s very unfortunate. Rather, the notification should have reiterated its stand as per IGNOU Act 1985.

Bar Council has made full time degree mandatory
It seems there is no clarity in LLB course. Ultimateley, Bar Council gives approval for the same.
For LLB degrees, UGC is not a regulatory body whereas it falls under Bar Council of India to give approval.

I hv completed my diploma in mechanical engg long back but further i hv to do PGDM in supply chain and as per govt. rule my qualification is undergratudate so not eligilble for PGDM but i m hving 15 years of work experince in manufacturing industry so consdering this i shd be allowed to do PGDM which was possible in 2007 and before as per old govt.rule…candidates like me are most disappointed due this new criteria rule of govt. And wish this rule should get changed asap..
B.ED course available in distance education or not.
BEd is regulated by NCTE. Whereas, now in NEP 2020, UGC, AICTE and NCTE all got merged into one unit. So, the NEP 2020 need to be looked into for the above query
Professional courses and in masters also where-ever research component is included there it will be difficult to equate. In PhD level it can’t be equated. UGC rightly not equated at PhD level. Already none of our higher education institutions are within 100 in word ranking. It is very essential to increase the standards of higher education in our country. Appointments should be at National level based on merit in a transparent manner. One nation one policy one appointing agency for higher education institutions should be examined.
Logically ODL cannot be equated with regular learning. UGC must come out with a creative solution to differentiate the different modes of learning
What about LLM degree through distance learning. It is above the basic degree i.e. LLB needed to be member of the bar. But not available from universities in India. How the people in profession acquire higher education in law. Bar council may deliberate in this regard.

Many students obtained distance degree from UGC recognized University & invested hard earn money to full fill his / her dream but all most all institution, PUC , Government organization except UPSC just treat people’s having distance degree like criminal or like a sin to society. I never saw any UGC notice to consider these degree without any discremation. Now online courses , university will earn money but students will suffer again

What about the lakhs of engineering student got degree from open Universities like IGNOU, KSOU, deemed Universitis with the approval of UGC itself but latter made invalid. Double standards by UGC.
The ugc should give registration number for all the students to avoid fake certificates. this registration number should be available in ugc site for checking of fake registration. The course completion should given with this number only
