The education department in Karnataka has issued a circular asking School Development Monitoring Committees (SDMCs) to collect monthly voluntary donations of Rs 100 per month from parents for government school development. Although the circular states parents must not be forced to pay the donation, they must be made to realise the schools’ requirements for the same. This decision has come under severe criticism from parents and opposition.

The education department said it plans to use the money for minor renovation of the schools and hiring guest teachers, and to tide over shortage in budgetary allocation from the government for these arrangements. The money received through the ‘Nanna Shaale, Nanna Koduge’ or ‘My School, My Contribution’ campaign will go towards minor repairs in the school, drinking water facilities, cleaning of toilets, among others, the Karnataka govt said.

The Congress hit out at the government saying that the BJP government has started looting students and their parents although the government is supposed to ensure absolute free education in government schools. “BJP Karnataka govt has now targeted poor students of government schools. After looting 40 per cent commission from govt coffers, they now want to loot from the parents too,” tweeted Siddaramaiah, Leader of Opposition, Karnataka Legislative Assembly.

Slamming the govt, DK Shivakumar, President- Karnataka Congress said, “100 per month from the parents ₹ to cover the expenses of the government school children and give it to the school development-supervisory committees is the height of injustice issued by the state government. This decision confirmed that the state BJP is not fit to run government schools.”

“In the post-Covid days, thousands of government schools in the state are in poor condition and what is the justice of charging the school expenses to the parents when they are in financial distress? It is wrong to issue such an unscientific decision in violation of Article 21A of the Constitution and the right to education,” tweeted Shivakumar.

Biometric Attendance System: Bengal to introduce biometric attendance system for primary teachers’ recruitment exam

Following several controversies over teacher recruitment at various levels, the West Bengal Board of Primary Education (WBBPE) has now decided to introduce a biometric attendance system at the examination centres for recruitment of primary teachers in the state.

This will eliminate chances of a third person appearing for the written test on behalf of any candidate. This will be in addition to the decision already taken for video-recording the entire recruitment process, starting from written examination to marking of the optical mark recognition (OMR) sheets, interview and finally the counselling process.

Sources in the Education Department said that newly-appointed WBBPE President, Gautam Pal, wants to bring about total transparency in the entire recruitment process so that there is no chance for complaints on malpractices at a later stage.

Pal was offered the post after his predecessor and Trinamool Congress legislator Manik Bhattacharya was removed following an order of the Calcutta High Court.

Pal in his first press conference after assuming the chair said that his priority is to make the recruitment process free of corruption through the introduction of absolute transparency in the system.

These moves to ensure transparency have been mooted at a time when former state Education Minister, Partha Chatterjee, and several top officials of the West Bengal School Service Commission (WBSSC) are in judicial custody for their alleged involvements in the teacher recruitment scam.

The Central Bureau of Investigation has recently submitted a charge-sheet to the Calcutta High Court where it pointed out cases where marks of ineligible candidates even submitting blank OMR sheets were as high as 53 in the server of WBSSC.

The Allahabad High Court’s Lucknow bench has taken a firm stance in the case of a disabled student being denied admission despite being assigned a seat. The court ordered the state government to pay the student Rs 10 lakh in compensation.

Along with this, the court has said that the government can recover this amount from the officers responsible for the lapse. The court also ordered that the student’s security deposit be returned with 9 per cent annual interest, Live Hindustan reported.

The order was issued by a single bench of Justice Pankaj Bhatia in response to a petition filed by student Satyam Verma. The petitioner stated that his category rank in the 2016 Pre-Ayush Test was 5336. The medical board determined that he was 50 to 70 per cent disabled.


Following this, he secured a seat at the government college, Sahu Ramnarayan Murli Manohar Ayurvedic College, Bareilly, in the second round of counselling on November 15, 2016.

However, when he arrived for admission, he was told that all of the seats were taken. The petition stated that the counselling board was informed by the then-director that the student had refused to take admission.

The University of Lucknow administers the Pre-Ayush Test for candidates interested in pursuing a career in the Ayurvedic field of medicine. Candidates who pass this exam are eligible for admission to Lucknow University’s Bachelor of Ayurvedic Medicine and Surgery (BAMS), Bachelor of Unani Medicine and Surgery (BUMS), and other programmes.

The Pre-Ayush Test 2022 is to be conducted offline. It will be held for a duration of three hours and will consist of 720 marks. Examinees are going to receive four marks for each correct answer and one mark will be deducted for each incorrect answer. Only students who have completed 10+2 with physics, chemistry, and biology subjects with a minimum of 50 per cent of marks are eligible to sit for this entrance exam.

The counselling registrations for the Andhra Pradesh Post Graduate Common Entrance Test (AP PGCET) 2022 has begun today, October 22. Those candidates who have qualified the AP PGCET exam can apply for web counselling on the official website– pgcet-sche.aptonline.in/APPGCET.

The Andhra Pradesh State Council of Higher Education (APSCHE) is conducting web counselling for admissions into the first year of various postgraduate (PG) courses through APPGCET 2022.

The window for counselling registration for APPGCET 2022 will close on October 29. Candidates of OC/BC categories can register online by paying Rs 700 as an application fee. For SC/ST/PH candidates, the application fee is Rs 500, and it can be paid at the time of counselling registration. The certificate verification of registered candidates will take place from October 22 to 30, 2022.

The National Institute of Design has announced that the application process for the Design Aptitude Test (DAT) is now open for admission to BDes and MDes programmes. Candidates can register for NID DAT 2023 examination on the official website– admissions.nid.edu. The last date to submit online application form is December 16, 2022.

The NID DAT 2023 preliminary examination for BDes and MDes courses is scheduled to be held on January 8, 2023. Candidates are advised to read the NID DAT information brochure carefully before filling out the application form. The application process with late fee will continue until December 19, 2022.

The Medical Counselling Committee has announced the long-awaited Round 1 final results for NEET UG Counselling today, October 21, 2022. Candidates who registered are requested to visit the official website to check their results.

All candidates must report to the college they have been allotted seats from October 22-28, 2022 as per the official schedule. There will be four rounds of online counseling: Round 1, Round 2, Mop-Up Round, and Stray Vacancy Round.

The Jammu and Kashmir Public Service Commission (JKPSC) has updated the schedule for the written examinations for a number of positions. For the following positions: scientific officer (drugs, cyber forensics, ballistics, chemistry, toxicology, documents, physics, biology/serology, and DNA), programmer, lecturer 1 and 2, and foreman engineering, the exam dates have been changed.

According to the updated schedule, tests for the scientific officer in charge of narcotics, lecturer 2 (non-engineering textile design), and lecturer 2 (non-engineering medical lab technology) will be given on November 14 from 11 am to 1 pm.

From 2 to 4 p.m., there will be exams for the scientific officer chemistry and toxicology, lecturer (non-engineering), garment technology, and lecturer 1 electronics and communication.

Electrical engineering lecturer 1, scientific officer cyber forensic lecturer 2, and lecturer 2 (non-engineering) food technology will all have exams on November 15 from 11 am to 1 pm. Additionally, according to scientific officer documents, lectures on automobile engineering and tour, travel, and hotel management (non-engineering) will be held from 2 to 4 p.m.

On November 16, the commission has scheduled exams for scientific officer physics and programmer in the afternoon session and scientific officer ballistics and lecturer 1 civil engineering in the forenoon session (11 am to 1 pm) (2 pm to 4 pm). On November 17, the morning session will consist of tests for the positions of scientific officer biology/serology, lecturer 2 (non-engineering), and wood technology, while the afternoon session will consist of tests for the positions of scientific officer DNA and foreman engineering.

The test will be given at the Jammu and Kashmir Public Service Commission’s offices in Resham Ghar Colony in Bakshi Nagar Jammu and Solina, Srinagar. On November 8, exam hall passes will be made available.

The Odisha Sub-ordinate Staff Selection Commission (OSSSC) has postponed the written test to be conducted for recruitment to 4070 district cadre posts of nursing officer. The test was scheduled to be conducted on October 30.

The written test was earlier scheduled to be held on October 16 and rescheduled to October 30. Earlier, the commission had said that the admission letters will be available on the website of the Commission www.osssc.gov.in 15 days before the date of examination, which may be downloaded by the candidates by using their User ID and password to appear the examination.
