In a first, over 58 lakh students registered to appear in U.P. Board high school and intermediate examinations 2023 across the state will get stitched answer sheets. The move of the Uttar Pradesh Madhyamik Shiksha Parishad (UPMSP), commonly known as U.P. Board, is aimed at preventing the copy mafia from deliberately changing answer sheets of meritorious students at different exam centres as witnessed in earlier years’ exams for vested interests, said state secondary education department officials aware of the move.

A total of 58,67,329 students, including 31,16,458 of high school and 27,50,871 of intermediate, are to write the 2023 U.P. Board exams.

The step is also aimed at further making examinations free of unfair means, they add. In the earlier examinations, the copying mafia used to take out the cover page of the usual stapled answer sheets of meritorious students at the centres and put it on the copies of the weaker students in lieu of cash after the examination was over.

In many such cases, the U.P. Board has in the past taken action against centre managers and teachers besides debarring the guilty schools from the examination over these very incidents.

“To prevent this, U.P. Board had started providing stitched answer sheets to select districts where such practices were feared in 2020 by sending stitched answer sheets to 10 sensitive districts of Mathura, Prayagraj, Muzaffarnagar, Hardoi, Ballia, Jaunpur, Azamgarh, Aligarh, Ghazipur and Kaushambi. This continued in 2021 and 2022 as well,” said a senior U.P. Board official requesting anonymity as no official is authorised to comment on confidential matters related to the exams.

In a gaffe, actor Sunny Leone’s image was printed on the admit card of a candidate, who appeared for the Karnataka Teachers’ Eligibility Test (TET-2022), held recently. The screenshots of the admit card has gone viral on the social media, prompting the state government to order a probe into the incident.

The error came to light at when a candidate produced her admit card carrying the image of Sunny Leone at the test centre Rudrappa College, following which the principal of the institution lodged a complaint with the Cyber Crime police.

The state education department has issued a clarification about the admit card. The department, in a statement, said that candidates have to fill the application online for which a user ID and password is generated, which is exclusive to the candidate and no one else can meddle with it. The department said it has no role in generating the examination hall ticket because it has to be done by the candidates only.

Meanwhile, opposition Congress was quick to latch on the issue. Karnataka Congress social media chairperson BR Naidu on Tuesday alleged that the state education department had printed the photo of the former adult star on the hall ticket instead of the candidate’s photo.

“In the teacher’s recruitment hall ticket, instead of the candidate’s photo, the education department had printed the photo of Blue Film actress Sunny Leone. What can we expect from the party which watched blue films inside the assembly,” Naidu tweeted in Kannada along with the image of the said candidate’s admit card.

The NEET-PG examination could be the last one you need to take. It will be based on the National Exit Test, which veterans of the MBBS program at the end of their final year will complete to let them go ahead and apply for postgraduate medicine studies.

NMC wants to conduct NExT in December of 2023, according to a source.

If a student is enrolled in the MBBS program for 2019-2020 and wants to take the examination at some point in December 2023, they will have to prepare for the test now. The results of the examination will also be used for admission into postgraduate medical courses from the semester 2024-2025.

The NMC Act states that NExT will serve as a common qualifying final-year MBBS exam, a licentiate exam to practice modern medicine and for merit-based admission to postgraduate courses, and a screening exam for foreign medical graduates.

The government extended the deadline for conducting NExt till 2024 in September, which was when the relevant provisions of the NMC Act were invoked.

The commission was required to conduct a common final-year undergraduate medical examination, NExT, as specified by regulations within three years of the law coming into effect.

The act became law on September 1, 2020.

According to the sources, the All India Institute of Medical Sciences, New Delhi may conduct the test instead of National Board of Examinations in Medical Sciences. However, no decision has been made yet.

Preparations have begun for National-level Engineering and Technical Examinations (NExT) with the appointment of a secretary, officials said. They added that students will be given time to prepare if they register by the starting date of January 31.

Before carrying out a main test, it would be necessary to perform a mock test.

Officials said the importance of NExT (National Eligibility and Entrance Test) lies in the fact that it will be the same for everyone – no matter where they are geographically. And it will solve problems with medical graduates and mutual recognition, they said.

Steps to take Mock Test

  • To start using the service, go to www.iimcat.ac.in
  • Scroll down and click on the mock test link
  • Login to your account.
  • After this, all you need to do is take the test and time yourself. 

This test will take 120 minutes in 3 sessions. PwD candidates will get 13 minutes 20 seconds of extra time per session. Each session’s length is 40 minutes, or 53 minutes and 20 seconds for PwD candidates. The clock on the screen will show localized time, which starts as soon as you begin answering a question and stops when the allotted time has elapsed (40 minutes for everyone except PwD).

The exam will consist of multiple-choice, subjective, and open-ended questions. There will also be an on-screen calculator to compute answers, calculated with the number of questions below it. The question palette, displayed on the right side of the screen, will indicate how many questions are answered correctly.

The Supreme Court has upheld a decision made by the Andhra Pradesh High Court to set aside an increase of tuition fees. “Tuition fee must be affordable, education not a business,” the judges stated.

On Monday, the Supreme Court observed that education should not be a business to earn profits and that tuition fees should always be affordable because it is noted that the Andhra Pradesh Government’s decision to increase fee to ₹ 24 lakhs per annum, which is seven times more than the previously-set fee, is not justifiable at all.

The State Government’s decision to increase tuition fees for MBBS students was overturned by the Andhra Pradesh High Court, which reasoned that it will deter students from pursuit of medical education.

The Andhra Pradesh government has recently increased the tuition fee for MBBS students.

“The High Court has not committed any error in quashing and setting aside the Government Order dated September 6, 2017, which amended the tuition fee for block years 2017-2020,” The Supreme Court said.

“We can’t justify the fee being raised from ₹ 10,000 to 24 lakhs per year. Education is not a commodity sold for profit. The tuition fee can never be too high,” the court said.

The court ruled that the judge examining the fee will do so within the parameters of the rules on fixation. This includes considering what factors are listed in Rule 4, including the location of the institution, its courses, and administrative costs. The deciding committee should also take into account factors like what happens if you waive tuition for some students and if any funds are used to help students belonging to certain categories of society.

The court noted that the AFRC must keep these factors in mind when they review a college or university’s tuition (or other fees).

The court also advised that there was no error committed by the Andhra Pradesh High Court in issuing directions to refund the amount of tuition fee collected under the Government Order. The court said, “Therefore, the High Court is absolutely justified in quashing and setting aside Government Order dated September 6, 2017.”

“The management cannot be permitted to retain the amount recovered/collected pursuant to the illegal Government Order dated 06.09.2017. The medical colleges are the beneficiaries of the illegal Government Order dated September 6, 2017, which is rightly set aside by the High Court,” the court said as it noted that medical colleges have utilized the amount for a number of years and kept with them for a number of years on the other hand students paid exorbitant tuition fees after obtaining a loan from banks and financial institutions and paid higher rates of interest.

“Therefore, even the direction of the High Court to refund the amount of tuition fee collected pursuant to Government Order dated September 6, 2017, after making adjustments according to an earlier determination, is not required to be interfered with,” the court said. With these observations, the top court dismissed appeals filed by the medical college against the Andhra Pradesh high court order.
